Threat Condition 5: Code Red Procedures
March 19, 2003


Should the US Government declare "Threat Condition 5," otherwise known as condition red or code red, the Wappingers Central School District will take the following actions during all days this condition remains in effect.

  • The district will cancel all trips that would go beyond school district boundaries. This action covers all school-sponsored or school-authorized trips including field trips, class trips, club competitions, and interscholastic sports events. Students attending out-of-district schools through district transportation would still go to their schools unless otherwise notified.
  • Schools will cancel recess.
  • School safety teams will implement contingency plans that include measures for securing their buildings, teaching about the war in classes, responding to parental reactions to war, working with staff and students who are related to members of the military, and taking proactive steps to prevent harassment of all students regardless of religious or ethnic heritage.
  • Schools will implement a lock-in (students may move around within the school; all visitors must enter through the front door and go to the Main Office) or a lock-down (student movement in the building is limited; no one may enter or leave the school).
  • Schools will establish methods of communicating with parents that include sending messages home, using voice mail, and posting messages on their web sites. You can get to a school site through the district list of such sites [http://WappingersSchools.org/Schools.html].
  • The district may close schools in the evening or establish methods to monitor who is entering the buildings after hours. Check your school's web site or the district's Delays and Cancellations web page [http://WappingersSchools.org/DelCan.html] for information about specific events.
  • The district may cancel daytime events that involve the public. Check your school's web site or the district's Delays and Cancellations web page for information about specific events.

Finally, the district reminds everyone that the Supreme Court has previously handed down a decision permitting peaceful, non-disruptive student protest at school. The Wappingers Board of Education also has a policy that permits peaceful, non-disruptive student protests.
